As a metropolitan province (büyükşehir), Mersin has one district municipality (ilçe belediyesi) in each of its 13 districts, and every neighbourhood belongs to the municipality of its own district. Tarsus has the most units (180, 22% of all units in the province), and Çamlıyayla has the fewest (14 units).
