As a metropolitan province (büyükşehir), Şanlıurfa has one district municipality (ilçe belediyesi) in each of its 13 districts, and every neighbourhood belongs to the municipality of its own district. Siverek has the most units (180, 12% of all units in the province), and Halfeti has the fewest (49 units).
